ARTICLE I – NAME
The name of this organization shall be the Kentucky Association
of Secondary School Principals (KASSP).
ARTICLE II – MISSION
The aim of this association is to promote the interest of secondary
and middle school education in Kentucky by providing professional
development activities and collegial support to address issues
in connection with the administration of secondary and middle schools.
ARTICLE III – MEMBERSHIP & DUES
A.) Any person who is principal or assistant principal of a secondary
school or middle school, or one who is interested in the administration
of secondary or middle schools, may become a member by paying the
annual dues.
B.) Any person who has retired from secondary or middle school
administration may join at a reduced fee.
C.) The Board of Directors shall set dues annually for the ensuing
year. If there are any changes to be made in the amount of the
annual dues, they shall be subject to the approval of the membership.
A member forfeits his/her membership by failure to pay his/her
dues.
ARTICLE IV – OFFICERS
The right to vote and elect officers is open to all active members
of the association whose current dues are paid. Elected officers
must be selected from active secondary/middle school principals
and assistant principals.
Section I: The officers of the association shall be president,
president-elect, vice-president and vice-president-elect. A vice-president-elect
shall be elected annually. The Board of Directors shall appoint
the Coordinator annually.
Section II: Job Descriptions
A) President – is to act as chairman of the Executive
Committee, ex officio member of all committees, conducts and
organizes all
Board of Directors meetings and presents budgets. The president
is responsible to present a budget for each year to be approved
by the Board of Directors at the first meeting of the Board
of Directors each fiscal year.
B) President-Elect – shall perform the duties of the president
in his/her absence and is responsible for the fall conference.
C) Vice-President – shall perform the duties of the president
and/or president-elect in their absence. He/she shall also
serve as chairperson of the Constitution Revision Committee.
D) Vice-President-Elect – Elected at the fall conference
and is responsible for the summer workshop. Duties commence
with election at the fall conference and conclude at the end
of the
summer workshop.
E) Executive Director – shall maintain the continuity of
all activities of the association and provide leadership to it’s
members; shall keep minutes of all business meetings, Board of
Directors meetings and Executive Committee; shall work closely
with the Board of Directors and officers; shall along with the
president be responsible for every phase of association activity
which includes implementing meetings; shall assemble all the
news of the association, solicit articles of interest, and shall
publish
and distribute the newsletter three times per year: September,
December and April. He/she shall keep accurate records of all
financial transactions of the association and serve as membership
secretary.
F) Coordinators’ Responsibilities
The State Coordinator shall represent the Association by:
(1) Serving on the Board of Nominators
(2) Encouragement of membership in the Association.
The State Coordinator shall assist the state executive director
to maintain a directory of state association officers. The
State Coordinator shall also notify the office of the NASSP Executive
Director regarding changes made at annual meetings or replacements
made during the officer’s term of office. Forms for reporting
the names of officers, the dates of annual meetings for inclusion
in the NewsLeader calendar, etc., are sent to each state annually.
To keep mailing lists current, it is important that NASSP be
notified at the time any changes occur.
(3) Interpreting and explaining the work and various projects
of the Association to members and the affiliated state associations
(4) Encouraging participation in the professional work of the
Association.
(5) Recommending key people in the state for appointment to a
committee of the Association by the Board of Directors
(6) Keeping the Board informed concerning problems and projects
of the affiliate state associations..
The responsibilities of State Coordinators are stated in Article
V of NASSP’s Bylaws reproduced below.
Section 5. At the annual business meeting, the State Coordinators
shall meets as a Board of Nominators to review the nominees and
select a nominee for the President-Elect, and if there is more
than one nominee, a nominee for each Director position to be filled
the following Annual Meeting.
Section III: Board of Directors
The Board of Directors shall consist of the officers and one
member from each KHSAA Basketball Region, plus at large members
from the junior high or middle school principals, the assistant
principals, retired members, and any state representative serving
as a NASSP officer or Board of Director. All members of the Board
will serve four years terms.
A) Beginning with the 1982-83, regions 1, 5, 9 and 13 will be
automatically elected for a 4 years term or have their present
term extended to a 4 year term.

* 2014-2015 * 2018-201
B) In the year 1983-84 it was mandated that regions 2, 6, 10
and 14 would hold elections for the members of the board to represent
the said board for 4 years.

* 2015-2016 * 2019-2020
C) In the year 1984-85 regions 3, 7, 11 and 15 would elect members
of the board to represent the said board for 4 years.
Upcoming Election School Years: 2004-2005 * 2008-2009 * 2012-2013
* 2016-2017 * 2020-2021
D) In the year1985-86 regions 4, 8, 12, and 16 would elect members.
The above plan would prevent any present member from running for
another term.

* 2017-2018 * 2021-2022
E) Duties and Responsibilities should include:
- Facilitating at least 2 regional meetings annually.
- Communicating to the Executive Director all changes of high/middle
school principals/assistant principals in their regions.
- Providing information to the Executive Director from schools
in the region or regional activities for the KASSP Newsletter.
- Recruiting new members from the region.
- Attending meetings of the Board of Directors and association
conferences. Board Members will have no more than two consecutive
absences from Board meetings without prior approval of the
Executive Committee without recall.
- Providing the Executive Director with a nominee from their
region for KASSP Principal of the Year/Dawson Orman Award.
- Serving on committees as assigned by the KASSP President.
- Maintaining an accurate and up-to-date list of retired principals/assistant
principals in their region.
Section IV: If an elected officer leaves the secondary or middle
school principalship or assistant principalship he/she will fulfill
all the constitutional obligations of that office until the conclusion
of the following summer workshop at which time all obligations
as an officer of KASSP will be relinquished. The new terms of office
begin with the closing of the summer workshop. Should a vacancy
occur all remaining officers would advance to the next position.
The president shall nominate a person to be presented to the Board
of Directors for appointment to fill the vacancy.
Section V: The Standing Committee of the association shall be
as follows: Nominating, Constitution Revision, Resolution and Legislative.
Other committees will serve at the pleasure of the Board of Directors.
Section VI: The president shall present a budget each year to
be approved by the Board of Directors at the first meeting of the
Board of Directors after July 1.
ARTICLE V – FISCAL YEAR
The Association’s fiscal year will begin on July 1 and
end on June 30.
ARTICLE VI – MEETINGS
The Board of Directors shall meet in September, November, January
and June of each fiscal year. Other meetings may be called by order
of the president. The association shall sponsor a summer workshop
during June of each year, a fall conference during November of
each year, and an Assistant Principal Conference during January
of each year.
ARTICLE VII – QUORUM
The simple majority of the elected board shall constitute a quorum
for the transaction of business.
ARTICLE VIII – AMENDMENTS
The Constitution may be amended by a majority of those present
and voting at the first annual meeting of the fiscal year. A proposed
amendment must be submitted in writing at the preceding annual
meeting, or must be submitted in printed form to all members of
the association thirty days before the annual meeting. In case
the latter method is used, such proposed amendment must receive
the approval of the Board of Directors before it can be printed
and sent to the members of the association.
ARTICLE IX – AFFILIATIONS
This association shall, at all times, remain actively affiliated
with the National Association of Secondary School Principals (NASSP)
and the Kentucky Association of School Administrators (KASA).
